Here's a link to the Pick New Template pane of the Layout tab in Blogger's Settings. This link will probably only work if you're an "author" of this blog - just Jeff for now. (Blogger blogs can have multiple authors.)
You can navigate to this point in your own Blogger blog from anywhere within Blogger once you're logged in. Click Dashboard in the upper right. Under "Manage Blogs" you'll see yours listed; click Layout. Near the top of the screen you can choose from Page Elements, Fonts and Colors, Edit HTML, and finally Pick New Template.
Once you've chosen a template, you can use the other panes in the Layout tab to fine tune the blog's appearance, add widgets to the sidebar, etc.
